ChapterCh. 6 — The Recovery Cycle

Every target moves through a disciplined cycle. We do not remove everything — we evaluate, decide, and act responsibly.

  1. Discover — citizens report hazards with GPS and photos
  2. Verify — trained teams and AI confirm priorities
  3. Evaluate — a formal environmental, habitat & legal review runs before any removal
  4. Decide — every target gets a final removal decision: remove, remove with conditions, review, or leave in place
  5. Recover — only approved targets are removed, by trained teams, using the lowest-impact method
  6. Measure — every recovery generates valuable environmental data
  7. Improve — each mission makes the next smarter and safer

The goal of Project Lagoon is not to remove everything. If evaluation determines removal would cause more damage than leaving it in place, that is a successful completed assessment — and we document it.
